On 20 July 2023, the European Commission published the CMR Omnibus VI Regulation 2023/1490. The Regulation aims to prohibit substances classified as Carcinogenic, Mutagenic and Toxic for Reproduction (CMR) 1A, 1B or 2 by 18th Technical Development Adaptation (ATP) of the EU Classification Labeling and Packaging (CLP) Regulation. The Regulation will enter into force on 1 December 2023.
From 1 December 2023, cosmetic products containing any of the relevant substances will not be placed or offered on the European Union market.

Prohibited Substances

The ingredients listed below have been added to Annex II of EU Cosmetics Regulation 1223/2009.

• 2-ethylhexanoic acid and its salts (with the exception of those specified elsewhere in Annex VI to Regulation (EC) No 1272/2008), CAS no 149-57-5/-
