SUMMARY OF REGULATORY NEWS
We have compiled for you the important dates that will come into force in the near future and the effects of these dates on the cosmetic industry. Changes that will occur on key dates include a variety of issues such as changes to IFRA Standards, new regulations for CMR substances, labeling requirements for chemical products and packaging standards. Various chemical and cosmetic regulations that will come into force on the dates specified in our article will significantly affect the European Union and United Kingdom markets. As these dates approach, businesses need to adapt and update their products.
- 30 August 2023: Amendment 51 to the IFRA Standard comes into force, banning the use of ingredients for new creations
- 1 December 2023: CLP Regulation 18. Entry into force of the CMR Omnibus VI Regulation, covering substances classified as CMR according to ATP
- Restrictions for BHT, Acid Yellow 3 and Homosalat and HAA299 UV filters according to Regulation 2022/2195
From 1 January 2024: Only compatible products containing BHT and Acid Yellow 3 will be available on the EU market
Introducing only compatible products containing HAA299 to the EU market - 30 March 2024: Amendment 51 to IFRA Standards, which restricts the use of certain components or introduces new specification criteria, comes into force for new creations
- 6 July 2024: Cosmetic products containing Methyl-N-methylanthranilate that do not comply with the new changes cannot be placed on the UK market.
- 30 July 2024: Amendment 51 to the IFRA Standard comes into force for existing creations
- 31 July 2024: Only compatible products will be offered to the Union market in accordance with Regulation No. 2022/1181, labeling of cosmetic products with the warning “Releases formaldehyde.”
- 12 December 2024: The new General Product Safety Regulation No. 2023/988 begins to be implemented
- 30 December 2024: The new “Deforestation-Free” Regulation No. 2023/1115 begins to be implemented
- Restrictions for BHT, Acid Yellow 3 and Homosalat and HAA299 UV filters according to Regulation 2022/2195
Homosalat: As of January 1, 2025, only compatible products can be placed on the Union market. - 1 January 2025: Implementation of packaging labeling requirements and recycling targets for products sold in Spain, according to Royal Decree 1055/2022 on Packaging and Packaging Waste
- 1 January 2025: Importers or downstream users must submit chemical mixtures for consumer or professional use to Poison Center Notification (PCN).
- 1 May 2025: Application of new hazard classes in the CLP Regulation to chemicals placed on the market
Homosalat: As of July 1, 2025, only compatible products will be available in the union market. - 30 October 2025: Amendment 51 to the IFRA Standard comes into force, prohibiting the use of ingredients for existing creations
- 1 May 2026: Application of new hazard classes in the CLP Regulation to chemical mixtures placed on the market
- 6 July 2026: Cosmetic products containing Methyl-N-methylanthranilate that do not comply with the new changes should not be placed on the UK market.
- 31 July 2026: Updates to fragrance allergen labeling in cosmetic products in accordance with EU Regulation 2023/1545 come into force
- 31 July 2026: Regarding the labeling of the warning “Releases formaldehyde” on cosmetic products, only compatible products should be available in the union market.
- 1 November 2026: Application of new hazard classes in the CLP Regulation to chemicals available on the market
- 31 December 2027: Labeling of cosmetic products sold on the UK market in accordance with the UK Cosmetics Regulations
- 1 May 2028: Application of new hazard classes in the CLP Regulation to chemical mixtures available on the market
- July 31, 2028: Updates to fragrance allergen labeling in cosmetic products; Only compatible products should be available on the Union market
